An H.O.A. is a private organization that manages residential communities. The H.O.A. is run by a board of directors who are responsible for:
Enforcing rules
HOAs create and enforce rules for residents and properties, such as architectural controls, lawn and holiday decoration restrictions, and parking rules.
Maintaining common areas
HOAs collect fees from members to pay for the upkeep of facilities and common areas.
Protecting property values
HOAs help protect the value of homeowners' properties. Properties with HOAs are generally valued 4% higher than similar properties without HOAs.
Providing services
HOAs can provide services to residents and develop a sense of community through social activities and amenities.
Shannan is in charge of handling the family finances and paying all of the household expenses

She has not paid the H.O.A. fee, $45.00 for 6 months
She is consistently late on other household expenses/bills

Chris is under the impression Shannan used the money to for the mortgage and bills; however, during an interview, CBI agent Tammy Lee informs him that they are still 3 months past due on the mortgage
It remains unclear exactly what Shanann did with the $10,000 as the money has never been accounted for
